It might be our planet got a bit over charged during all that solar activity the last few years, it could be a core charge escaping now that the sun has been less active maybe. A slow electromagnetic discharge covering a large area, could cause sparks to jump between conductors, and bleed off into the air as normaly happens, but there could be an ore deposit under the town that has caused a concentrated spot of discharge, would look pretty chaotic too.
