UNITED NATIONS, N.Y. - For the first time in almost 28 years, the United Nations General Assembly may be debating the issue of establishing diplomatic relations with advanced Extraterrestrial Civilizations that may now be visiting Earth.

On December 16, 2005, a Resolution to establish a United Nations Decade of Contact was formally transmitted to the incoming President of the General Assembly, H.E. Jan Eliasson of Sweden by a group of Non-Governmental Organizations, including the U.S.-based Disclosure Project, the Campaign for Cooperation in Space, and the Toronto Exopolitics Symposium.

UNITED NATIONS, N.Y. - For the first time in almost 28 years, the United Nations General Assembly may be debating the issue of establishing diplomatic relations with advanced Extraterrestrial Civilizations that may now be visiting Earth.

On December 16, 2005, a Resolution to establish a United Nations Decade of Contact was formally transmitted to the incoming President of the General Assembly, H.E. Jan Eliasson of Sweden by a group of Non-Governmental Organizations, including the U.S.-based Disclosure Project, the Campaign for Cooperation in Space, and the Toronto Exopolitics Symposium.

U.N. General Assembly President Eliasson was Sweden's Ambassador to the United States from 2000 to 2005. Dr. Steven Greer, Director of the Disclosure Project, has held informal briefings on the Extraterrestrial presence with high-ranking United Nations officials.

The United Nations has used a 10-year public policy focus period to address other issues of global importance, such as the United Nations Decade of Women and the United Nations Decade for the Eradication of Poverty.

Almost twenty-eight years ago, on December 18, 1978, the United Nations General Assembly voted to approve decision 33/426, inviting U.N. Member States "to take appropriate steps to coordinate on a national level scientific research and investigation into extraterrestrial life, including unidentified flying objects, and to inform the Secretary-General of the observations, research and evaluation of such activities."

United States Was Sole U.N. Member Nation Which Unsuccessfully Attempted to Block 1978 UN E.T. Resolution

One prominent researcher of Extraterrestrial issues has noted that the United States U.N. Delegation attempted to block the 1978 U.N. General Assembly E.T. Resolution.

The researcher notes, "India is specifically mentioned in two U.S. State Department documents referenced in Clifford Stone's book 'UFOs Are Real.'

"The first reference is in Doc. 5-20b State Dept. Teletype, Nov 18, 1978, which states in a teletype marked CONFIDENTIAL in four places:

"'Last year Grenada requested our support and Misoff [Misoff = Mission officer, likely the then-U.S. U.N. ambassador] had to scramble hard behind the scenes to water down the resolution and, in effect, delay a vote for one year. Another consideration is whether to issue a disclaimer on statements made by U.S. nationals on the Grenadian delegation. If last year's instructions still obtain, it would appear that the Indian suggestion would be about as far as we would be willing to go on the issue. Leonard.'

"Note the U.S. was the only nation trying to sabotage the resolution by putting pressure on other member states.

"The next reference to India takes place in Doc. 5-22 State Dept. Teletype, Dec. 2, 1978 which states, in part:

'1. Subsequent to the introduction of the Grenadian UFO resolution, Misoff [Misoff = Mission officer, likely the then-U.S. U.N. ambassador] has engaged in two separate informal negotiating sessions, which included representation from Austria, USSR, and Grenada. In an attempt to arrive at a mutually agreeable compromise solution of the problem. India and FRG [Federal Republic of Germany: West Germany] representing EC-P [?] have been apprised of our discussions . . .'

"From my reading of the previous sentence, this might mean West Germany was likely also interested in supporting the resolution."

"Gairy was overthrown on the day he was supposed to be meeting with Kurt Waldheim to discuss UFOs. He left Grenada on March 12, 1979 for face-to-face meetings with Waldheim and the coup took place the next day according to this historical reference:

"'Thus, in a broadcast on Radio Grenada, Maurice Bishop announced the first coup d'etat in modern times in the English-speaking Caribbean and the advent of the Grenadian revolution on 13 March 1979 . . . Gairy had left the island the previous day for talks at the UN in New York with Kurt Waldheim on Unidentified Flying Objects and cosmic phenomena . . . On Monday 12 March Gairy flew to Barbados on the first leg of his journey to New York. At Grantley Adams International airport he was met by Frank Ortiz, the US Ambassador, before he boarded his plane for the flight northwards. As he touched down the final hurried plans were being completed for his overthrow. As workers in the telephone exchange on the Carenage in St. George made sure the island was cut off from the outside world forty-six men were receiving their last instructions from the leaders of the NJM . ." "Stone's book also contains another incriminating document regarding U.S. attempts to sabotage the resolution with a reference that is found within Doc. 5-22 State Dept. Teletype, Dec. 2, 1978:

"'We think referral of the matter to the Outerspace Committee (OSC) without a preordained mandate as to what action is to be taken, provides the flexibility the OSC needs to take whatever action it deems appropriate. It will also obviate the need to vote on a resolution (and gamble on the results).'

The researcher concludes, "Clearly, the U.S. Government's intent was to ensure the resolution was doomed to fail from the very beginning."

The documented attempted sabotage of the 1978 UN General Assembly E.T. Resolution by officials of the U.S. Mission to the United Nations run counter to U.S. President Jimmy Carter's public policy positions on UFOs during the 1976 U.S. Presidential campaign. Jimmy Carter was U.S. President in December 1978 at the time of the adoption of the United Nations General Assembly Resolution. Carter himself in 1973 publicly reported he had a close Encounter of the First Kind with a UFO (Night Light) in October 1969, in the company of 10 members of the Leary, Georgia Lion's Club while he was running for Governor of Georgia. Four years later, while Governor of Georgia, Carter filed a public UFO sighting report, dated September 18, 1973. In his 1976 U.S. Presidential campaign against President Gerald R. Ford, Carter stated publicly he would release government files on UFOs.

Former Canadian Minister of Defence Hon. Paul Hellyer

Former Canadian Minister of Defence, Hon. Paul Hellyer has requested that the Canadian Parliament hold hearings on the issue of relations with Extraterrestrial civilizations.

On September 25, 2005, at the Toronto Exopolitics Symposium held at Convocation Hall, University of Toronto, former Minister of National Defence Hellyer stated: "UFOs, are as real as the airplanes that fly over your head." He stated, "The United States military are preparing weapons which could be used against the aliens, and they could get us into an intergalactic war without us ever having any warning. The time has come to lift the veil of secrecy, and let the truth emerge, so there can be a real and informed debate, about one of the most important problems facing our planet today."

U.N. Decade of Contact

Mr. Hellyer, Canada's former Minister of Defence, supports a United Nations Decade of Contact. Mr. Hellyer writes, "To turn us in the direction of re-unification with the rest of creation Alfred Lambremont Webre is proposing a 'Decade of Contact' - an 'era of openness, public hearings, public funded research, and education about extraterrestrial reality.' That could just be the antidote the world needs to end its greed-driven, power-centered madness."

A United Nations Decade of Contact has four Objectives:

DISCLOSURE: Open, transparent, official governmental disclosure and declassification of all past and present programs related to extraterrestrial presence on Earth.

DECADE OF CONTACT: Public funding by U.N. Member Nations and by the UNITED NATIONS of a 10 year process of formal public education, scientific research, educational curricula development, strategic planning, community activity, and public outreach about the extraterrestrial presence on Earth and the future of Earth in regard to the populated universe.

DISARMAMENT: A permanent ban on all space-based weapons and warfare in space through a Space Preservation Treaty Conference.

DIPLOMACY: UNITED NATIONS Public Interest Diplomacy seeking to make contact with Off-Planet Cultures now visiting Earth.

The Disclosure Project, a U.S.-based non-profit organization, on May 9, 2001, held a press conference at the National Press Club in Washington, D.C. in which numerous high-level military-intelligence, governmental and private sector witnesses publicly described experiences and evidence establishing that advanced Extraterrestrial civilizations are interacting with our terrestrial civilization at this time.

On May 20, 2005, Brazil, a major U.N. Member Nation took official measures in support of a United Nations Decade of Contact. The Brazilian Air Force (FAB) openly allowed examination of classified UFO documents in several military facilities in Brasilia, the Federal Capital.

A military-intelligence spying technology known as "remote viewing" originally developed at Stanford Research Institute in the mid-1970s by Dr. Hal Puthoff and Russell Targ has also yielded replicable data regarding the existence of advanced Off-Planet Cultures now visiting Earth.

The United Nations General Assembly has consistently voted in favor of a treaty banning weapons and warfare in space. On December 8, 2003, the U.N. General Assembly voted 174 – 0 in favor of a treaty banning weapons in space, with the United States and Israel abstaining.

One spokesperson for the grass-roots network supporting the United Nations Decade of Contact said, "2006 may prove to be an important anniversary of the 1978 U.N. General Assembly Resolution which formally urged U.N. Member Nations to research the existence of extraterrestrial life including Unidentified Flying Objects."

The spokesperson continued, "That U.N. Resolution passed, despite a sabotage campaign by the U.S. Mission to the United Nations. The United States Mission to the United Nations cannot thwart humanity's right to explore our relationships with other intelligent civilizations for much longer. 2006 will see breakthroughs for the Decade of Contact and for eventual public interest diplomacy with advanced, ethical Off-Planet Cultures now visiting Earth."
