How do we allocate and ensure the judicious and fair use of Temporal resources and such so that all may not always necessarily do as they freely choose and please perhaps but towards "generally" serving the greatest good and interests for the greatest number?

How do we evaluate what is the greatest good at any
particular time?

Whose "definition" or "experience" of time should
we consider as "legitamate"?
