Ladies and Gentlemen,
My name is Geral W. Sosbee and I am a former Special Agent with the federal bureau of investigation (fbi), United States Department of Justice. I request that your good offices accept this letter with enclosures and that you kindly relay the information herein to colleagues in the government, to your representatives and to your associates back home for educational purposes.
My present objective is to focus attention on the fbi and on the central intelligence agency (cia) with regard to their ongoing practices of targeting for death certain individuals who expose human rights abuses by those two agencies; also, other individuals who may be viewed by the fbi or the cia as politically viable adversaries (to a corrupt United States agency or policy) may be similarly targeted. I am saddened by the prospect of reporting fbi and cia transgressions and I remain optimistic and invigorated at the realization that I have survived the past eight years in torment (as of March, 2006) and that I now have the opportunity to share my experiences with others and perhaps thereby to assist them in some manner.
As shown in the summary of events that follows (and as more fully documented in my court filings) agents and operatives of the fbi and the cia (including at times members of the general population) engage from time to time in a subtle form of homicidal conduct for personal gain, to cover up crimes, to silence political critics, or to otherwise neutralize specific individuals who attempt to report fbi and/or cia gross abuse of power and possible crimes against humanity. My government and the media in the United States are aware of my allegations and are in receipt of abundant evidence to support my claims. I have established on the record that the fbi and the cia are corrupt, that the United States Congress and the courts to date are cowardly in failure to address the corruption, and that the American people are generally unaware of the extent of the problem.
The United States is not alone in such unconscionable conduct (as further described below) as it enlists persons from other countries to assist in the human rights violations when the fbi or the cia sees the need. Any nation which cooperates, condones, or supports the tactics depicted in this letter is unfit to lead or to influence any other nation with respect to human rights and humanitarian issues. The implications of such a sorry state of affairs are indeed disturbing to sensitive intellects and persons of good will, particularly with respect to the need for peace in the world.
The campaign of terror described below is typical of the methodology used in similar efforts around the world and may foreshadow a general decline in social and economic fairness the world over. Enclosed with this letter are my sworn statements, my letter to human rights supporters, my letters to police departments, my advertisement in the Hollywood Reporter Magazine (August 2000, Special Issue, page 133), my Appeal to the United States Court of Appeals and Congressman Abercrombie’s letter to the fbi.
In the pages that follow I outline the techniques used to attempt to silence me from charging the fbi (and the cia) with high crimes against the American people and against the international community. I trust that this information will be helpful to other potential victims of similar attacks by intelligence agencies which use covert hit squads (often referred to in the fbi as Goon Squads). I feel privileged to present the material to you because I am confident that your people will benefit from the representations. As the Target of the fbi and the cia Goon Squads, I refer to myself below as T.
*From about 1998 to the present time the fbi (and the cia in the Dominican Republic, Japan and Thailand) continue an uninterrupted campaign designed to neutralize T and (to express directly) to drive T insane (or at least to force T into exile, defection, or suicide), by using the following tactics:
—Initiate or reestablish an official investigation on T.
—Notify T’s friends, associates and contacts that T is under investigation.
—Demonize T in the community, especially with doctors, dentists and mechanics.
(Use medical and dental procedures such as vasectomy and root canals as opportunity to deliver terrorist threats and physical torture on T.)
—Isolate and marginalize T everywhere he goes by extensive character assassination.
—Prevent T from renting a place to live.
—If T attempts to sleep in his car, notify local authorities.
—Obtain false, sworn statements against T by two females in support of a fraudulent civil commitment order signed by a corrupt state judge.
(As of September 30, 2005, T believes that the fbi and the U.S. Department of Injustice use corrupt federal judges or federal magistrates to obtain fraudulent civil papers against T. See part 10 of My Story In Detail.)
—If T flees, label him as an international fugitive from justice and a threat to public safety.

—Affect a comprehensive electronic and physical surveillance on T in his home and car with simultaneous invasions into T’s living quarters and car.
— Insure that T understands that he is being watched in every corner of his dwelling (and in his car) by the following: 1) Enter unit and rearrange kitchen items and dinning table to replicate the way T had set the table early in the day; 2) When T places clothes in the apartment’s washer/dryer units, enter his unit and turn on the water, or place trash in the washer/dryer unit which T is using; 3) When T covers up at night with the same blanket, urinate only on that portion of the blanket (center edge) that reaches T’s face; 4) When T steps into the bathroom, open T’s front door; 5) When T falls asleep, open the front door; 6) If T tries to watch TV, take over the remote control unit, changing channels and turning the TV on and off in rapid succession. 7) When T returns to his living quarters begin telephonic and cell phone harassment the moment T enters his home; 8 ) Tamper with particular objects which T touches or uses in the home or car and rearrange or destroy personal objects (such as dental floss) which T touches on a given day; 9) Observe T in real time to make adjustments to types and intensity of harassment.
— When T attempts to cover walls or ceiling to afford privacy, enter and tear down the covering.
— Plant drugs in T’s food for the following purposes: 1) to eliminate libido and to interrupt normal bodily functions; 2) Force T to sleep; 3) Prevent T from sleeping; 4) Cause mood swings in T.
— Send operatives to taunt or jeer T following the poisonings.
— If T stops eating at home, place drugs or virus bacteria in T’s food in restaurants.
— Send operatives to test T’s temper, to assess and to provoke T by repeated incidents of assault and battery.
— Send female operatives to engage T in conversation wherein she abruptly stops the discourse and runs away from T.
— Order a subscription in T’s name to Chef magazines.
— Place pink colored and female objects (such as panties) in T’s personal effects.
— Use local police departments around the world to stage fraudulently conceived and illegally carried out attempted sting operations against T, in efforts to obtain a basis upon which to charge T with a civil or a criminal offense.
— Repeatedly label T as one of unbalanced mind.
— Reinforce T’s awareness of his bodily dysfunctions by: 1) Removal of the male end of the battery charger from shaver or cell phone; 2) Dislodging the automobile’s turn signal, so that when T touches the device, it falls from position and is held only by electrical cord; 3) Leave phallic symbols in T’s car from time to time.
— If T seeks treatment for illness of any kind, notify doctor or dentist and security officers that T is under investigation and is unbalanced.
— Initiate conditioned-response program designed to punish T for certain activities, such as: 1) Asking Congress for help; 2) Visiting the Law library; 3) Social discourse;
4) Relaxing.
— Continue and intensify terrorist actions without break: 1) Plant live roaches in T’s food in the refrigerator; 2) Tear up, purloin, or destroy the zippers in T’s slacks and cut the ties so that they are not wearable; 3) If T has a roommate, poison her and leave a reminder to T that he is the cause for her suffering (i.e.: place the heels of T’s shoes on the toes of the roommate’s shoes); 4) If T attempts to socialize with potential friends, tamper with their cars to cause them to avoid T; 5) Follow T into movies, restaurants, or other public places in order to assess and in order to collect items or information that can be used against T the next day, or the next month: If T eats at Hotel X, place a match box, or a pen, from Hotel X in T’s Car, or between the sheets of T’s bed; If T sees a movie with a scene of suicide by knife, enter T’s unit and plant a butcher knife in an odd and suggestive location with the handle up and out for T to observe upon his return from the movie.
— Tamper with T’s accounts by the following methods: 1) Close some accounts; 2) Change the address on some accounts; 3) Submit false address change to United States Post Office; 4) Use T’s credit card unlawfully to charge services*.

— Tamper with T’s car extensively, especially as a part of the conditioned-response technique: Tamper with the electronic temperature control panel, so that a setting by T at 60 degrees is reset to read 90 degrees, and so that a manual setting by T at off is reset to read Low, Medium, or High, depending on the level of punishment T may expect to receive soon.
— Disable T’s car by slashing tires, causing them to peel off from wheel; place water in the gas tank; turn on the car’s parking or interior dome lights; replace new fuses and bulbs with dead ones. Click Here For Police Reports

— Threaten T regularly by placing broken windshield chips in the driver’s seat of T’s car and by repeatedly resetting the temperature display panel to read 90 degrees and High; send operatives to carry on conversation within hearing distance of T, so that suggestions of suicide (or other alternatives) are discussed; send operatives to make abrupt U-turns in head on traffic with hazard light on.
— Stop hostilities a day or two in order to prevent habituation (a psychological defense). The relentless and calculating pressure on T by the tormentors is generally effective to the extent that T is worn down from being on guard and alert to the ever-changing tactics used against him day and night. However, with each new twist of the terrorist’s actions, T holds to his conviction that evildoers in this world are simply confused representatives of an otherwise noble species of inhabitants on this good earth and that the vital key to our individual and collective survival and prosperity is our ability to recognize and confront the physical and the intellectual challenges presented to us for resolution. I hope that this information can help save the lives of people whom, targeted as they may be, we need in this world.

Detecting EMF Fields in Humans for Surveillance.
A subject’s bioelectric field can be remotely detected, so subjects can be monitored anywhere they are. With special EMF equipment NSA cryptologists can remotely read evoked potentials (from EEGs). These can be decoded into a person’s brain-states and thoughts. The subject is then perfectly monitored from a distance.
NSA personnel can dial up any individual in the country on the Signals lntelligence EMF scanning network and the NSA’s computers will then pinpoint and track that person 24 hours-a-day. The NSA can pick out and track anyone in the U.S.
NSA Signals Intelligence Use of EMF Brain Stimulation
NSA Signals Intelligence uses EMF Brain Stimulation for Remote Neural Monitoring (RNM) and Electronic Brain Link (EBL). EMF Brain Stimulation has been in development since the MKUltra program of the early 1950′s, which included neurological research into “radiation” (non-ionizing EMF) and bioelectric research and development. The resulting secret technology is categorized at the National Security Archives as “Radiation Intelligence,” defined as “information from unintentionally emanated electromagnetic waves in the environment, not including radioactivity or nuclear detonation.”
Signals Intelligence implemented and kept this technology secret in the same manner as other electronic warfare programs of the U.S. government. The NSA monitors available information about this technology and withholds scientific research from the public. There are also international intelligence agency agreements to keep this technology secret.
The NSA has proprietary electronic equipment that analyzes electrical activity in humans from a distance. NSA computer-generated brain mapping can continuously monitor all the electrical activity in die brain continuously. The NSA records and decodes individual brain maps (of hundreds of thousands of persons) for national security purposes. EMF Brain Stimulation is also secretly used by the military for Brain-to-computer link. (In military fighter aircraft, for example.)
For electronic surveillance purposes electrical activity in the speech center of the brain can be translated into the subject’s verbal thoughts. RNM can send encoded signals to the brain’s auditory cortex thus allowing audio communication direct to the brain (bypassing the ears). NSA operatives can use this to covertly debilitate subjects by simulating auditory hallucinations characteristic of paranoid schizophrenia.
Without any contact with the subject, Remote Neural Monitoring can map out electrical activity from the visual cortex of a subject’s brain and show images from the subject’s brain on a video monitor. NSA operatives see what the surveillance subject’s eyes are seeing. Visual memory can also be seen. RNM can send images direct to the visual cortex. bypassing the eyes and optic nerves. NSA operatives can use this to surreptitiously put images in a surveillance subject’s brain while they are in R.E.M. sleep for brain- programming purposes.
Capabilities of NSA operatives using RNM
There has been a Signals Intelligence network in the U.S. since the 1940′s. The NSA, Ft. Meade has in place a vast two-way wireless RNM system which is used to track subjects and non-invasively monitor audio-visual information in their brain. This is all done with no physical contact with the subject. RNM is the ultimate method of surveillance and domestic intelligence. Speech and 3D sound, and subliminal audio can be sent to the auditory cortex of the subject’s brain (bypassing the ears) and images can be sent into the visual cortex. RNM can alter a subject’s perceptions, moods, and motor control.
Speech cortex/auditory cortex link has become the ultimate communications system for the intelligence community. RNM allows for a complete audio-visual brain-to-brain link or brain-to-computer link.
National Security Agency Signals Intelligence Electronic Brain Link Technology
NSA SigInt can remotely detect, identify and monitor a person’s bioelectric fields.
The NSA’s Signals Intelligence has the proprietary ability to remotely and non-invasively monitor information in the human brain by digitally decoding the evoked potentials in the 30-50 hz,.5 milliwatt electro-magnetic emissions from the brain.
Neuronal activity in the brain creates a shifting electrical pattern that has a shifting magnetic flux. This magnetic flux puts out a constant 30-50 hz, .5 milliwatt electromagnetic (EMF) wave. Contained in the electromagnetic emission from the brain are spikes and patterns called “evoked potentials.”
Every thought, reaction, motor command, auditory event, and visual image in the brain has a corresponding “evoked potential” or set of “evoked potentials.” The EMF emission from the brain can be decoded into the current thoughts, images and sounds in the subject’s brain.
NSA SigInt uses EMF-transmitted Brain Stimulation as a communications system to transmit information (as well as nervous system messages) to intelligence agents and also to transmit to the brains of covert operations subjects (on a non-perceptible level).
EMF Brain Stimulation works by sending a complexly coded and pulsed electromagnetic signal to trigger evoked potentials (events) in the brain, thereby forming sound and visual images in the brain’s neural circuits. EMF Brain Stimulation can also change a person’s brain-states and affect motor control.
Two-way Electronic Brain-Link is done by remotely monitoring neural audio-visual information while transmitting sound to the auditory cortex (bypassing the ears) and transmitting faint images to the visual cortex (bypassing the optic nerves and eyes, the images appear as floating 2-D screens in the brain).
Two-Way Electronic Brain Link has become the ultimate communications system for CIA/NSA personnel. Remote Neural Monitoring (RNM, remotely monitoring bioelectric information in the human brain) has become the ultimate surveillance system. It is used by a limited number of agents in the U.S. Intelligence Community.
RNM requires decoding the resonance frequency of each specific brain area. That frequency is then modulated in order to impose information in That specific brain area. Each person’s brain has a unique set of bioelectric resonance/entrainment frequencies. Sending audio information to a person’s brain at the frequency of another person’s auditory cortex would result in that audio information not being perceived.
The Plaintiff learned of RNM by being in two-way RNM contact with the Kinnecome group at the NSA, Ft. Meade. They used RNM 3D sound direct to the brain to harass the Plaintiff from 10/90 to 5/91. As of 5/91 they have had two-way RNM communications with the Plaintiff and have used RNM to attempt to incapacitate the Plaintiff and hinder the Plaintiff from going to authorities about their activities against the Plaintiff in the last twelve years.
The Kinnecome group has about 100 persons working 24-hours-a-day at Ft Meade. They have also brain-tapped persons the Plaintiff is in contact with to keep the Plaintiff isolated. This is the first time ever that a private citizen has been harassed with RNM and has been able to bring a lawsuit against NSA personnel misusing this intelligence operations method.

The current public media campaign to label (and thereby discredit) the shooter 'Aaron Alexis' as one who simply hears voices, one who claims to be assaulted by microwave, etc, is a fraud perpetrated by the fbi. One may conclude the following from a study of my reports on line:
The United States government, through its intelligence agencies engages in a wholesale, unconstitutional, & inhumane program (‘P’) to silence troublemakers and suspects .1.
The hundreds of millions of human beings worldwide who have any kind of communicable disease are subject to control under the ‘P’.2.
Secret courts and administrative agencies directly participate in the all-out offensive to stop the spread of potentially deadly diseases, including but not limited to AIDS.3.
However, inherent in the ‘P’ is the implied power to include anyone whom the fbi,cia, etc, deem a threat to their unbridled and murderous power over the globe; in this regard, virtually everyone is suspect of carrying the flu (or similar virus) for example and may be targeted.
The intel community (especially the fbi/cia/nsa,dod, etc.) particularly abuse the ‘P’ for the purpose of silencing specific political, military, or ideological Targets.4.

The report on U.S. military policy by “Project for New American Century” states: "It is now commonly understood that information and other new technologies … are creating a dynamic that may threaten America's ability to exercise its dominant military power. Potential rivals, such as China are anxious to exploit those transformational technologies broadly, while adversaries like Iran, Iraq and North Korea are rushing to develop ballistic missiles and nuclear weapons … the effects of information and other advanced technologies promise to revolutionize the nature of conventional armed forces" (ref. 13, pg. 4 and 11). The military concept of information technologies is, however, kept hidden from the world general public.
In February 2000 the Russian daily Segodnya, in the article "Riders of Psychotronic Apocalypse" (1), informed that in 1996 Russian government's information agency FAPSI warned that the effect of "informational means of war" is comparable to "the effect of the use of weapon of mass destruction" and produced a report entitled "Information Weapon as a Threat to National Security of Russia". In reaction, the Russian State Duma and consequently , the Interparliamentary Assembly of the Union of Independent States addressed the United Nations, OBSE and the European Council with a proposal for an international convention banning the development and use of informational weapons. According to the same newspaper Segodnya in March 1998, the matter was discussed with U.N. secretary general Kofi Anan, and included on the agenda of the General Assembly of the U.N. Most probably the USA vetoed this proposal and in consequence, the ban of informational weapons was not discussed by the United Nations General Assembly.
In the Doctrine of Informational Security of the Russian Federation, signed by President Putin in September 2000, among the dangers threatening the informational security of the Russian Federation, there is “the threat to the constitutional rights and freedoms of people and citizens in the sphere of spiritual life and to individual, group and societal consciousness” by “illegal use of special means affecting individual, group and societal consciousness.” (16). Among “the main areas of international cooperation of the Russian Federation in the field of information security” , is listed “banning the development, proliferation and application of ‘information weapons’ ” (17).
In the article under discussion Segodnya described "mysterious information-psychological" means capable not only of harming human health, but also of blocking human free will at the subconscious level, impairing human beings’ ability of “political, cultural and other self-identification" and even “causing destruction of indivisible informational and spiritual space of the Russian Federation”. According to Russian scientist A. F. Okhatrin, those means are also capable to kill people (2). Underneath the article, Segodnya published a review of weapons affecting human psyche which it obtained from the Russian Department of Defense. Together with ultrasound and microwave weapons, there are also "psychotronic weapons" which, in addition to having the capability of "transfering information among people", are able to act on communication and electronic systems (1).
The Space Preservation Bill proposed by Congressman Dennis J. Kucinich in the U.S. House of Representatives in 2001, names the following technologies enabling access to the human brain, human health impairment or the killing of people: "land-based, sea-based or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser or other energies directed at individual persons or targeted populations for the purpose of information war, mood managment or mind control of such persons or populations" (4). "Psychotronic weapon" listed in the Dennis J. Kucinich's bill is described as a weapon using "torsion fields" radiation in the book "Psychotronic Weapon and the Security of Russia" (6) by Russian scientist Vladimir Tsygankov and Vladimir Lopatin (a politician, who worked on Committees on Security in Russian Federal Republic, State Duma of the Russian Federation and the Interparliamentary Assembly of the Union of Independent States). Among the possible sources of remote influence on human psyche those two authors list “generators of physical fields” of "known as well as unknown nature" (14). It is common knowledge that both KGB and CIA carried out a large-scale research of psychotronic phenomena in the 70’s of the past century. It is not out of question that their scientists succeded in discovering the physical basis of those phenomena. In the 80’s the research did not continue, but the number of people complaining that their nervous system is manipulated from outside started growing from the begining of this decade.
Among the known physical concepts non-local electron and photon connection can be used to explain telepathy (46). The ability of sound and light technologies to influence human psyche is exemplified by Psychowalkman industry. The existence of the electromagnetic mind control technology is confirmed in the STOA report on crowd control technologies (40), Conclusion of the Committee on Security of the Russian State Duma [3] and can be deduced as well from scientific and military literature.
Nerve impulses in the brain are carried by electrical signals triggered by changes in chemical balance. During the fifties and sixties of the past century, it was proved that human nervous system and behavior can be thoroughly controlled by electric signals imported to the brain by tiny electrodes (41). 100 stimulations of one point in the bull‘s brain made him 100 times bellow. When a man was asked to straighten his hand the bending of which was stimulated he replied “I think your electricity is stronger than my will.” By means of electrical stimulation of the brain the rhythm of breathing and heart beat [this was even stopped for several pulses] was affected as well as the function of the most of the viscera - like the secretion of the gall bladder. The stimulation of areas in the brain where feelings and emotions reside produced decisions. A passive, depressed woman tore up a piece of paper when her center of anger was stimulated: “I did not control myself. I had to get up and tear”, she commented. An aggressive woman, with the same area stimulated, got up and smashed against the wall the guitar she was playing until the moment of stimulation. The intensity of feelings could be controlled by turning the knob which reduced or increased the intensity of the electric current. When the pleasure area was stimulated women offered marriage to therapists. Stimulation of a particular area in a female monkey‘s brain ended her motherly care for a newborn baby. When the limbic system was stimulated the patients vigilance weakened, they lost the ability to think, they often began to undress or grope and when the stimulation stopped they could not remember what was happening. The signals had to be delivered in specific frequencies to produce repetitive action of neurons. Spanish scientist Jose Delgado became world known when he, with the use of this technology, made a bull attack him by pressing one button on the small black box and stopped the bull few feet away from him by pressing another button.
The idea that electric currents in the brain could be induced by electromagnetic energy is obviously subsequent step in this path of research. The information inside of the brain is processed digitally; in other words analog perceptions are “translated” and transferred by a number and frequency of nerve impulses, while the intensity of the feeling or perception usually corresponds to the intensity of electrical current. Walter J. Freeman, who had been for years measuring the brain activity in reaction to different stimuli by multitudes of microelectrodes, presented already in 1975 a hypothesis “that a novel external stimulus is broadly transmitted from the primary sensory cortex or thalamus to other parts of the cortex... transmission occurs at some characteristic frequency, and...reception occurs in ... sets tuned to that frequency” (37). In other words, when neurons cooperate in the processing of specific information they synchronize their activity and oscillate in the same frequency. In an experiment by Wolf Singer (20) the differences in brain activity in reaction to two different stimuli, presented to the tested subject at the same time, were represented by two different groups of neurons oscillating in different frequencies. In the modern scientific literature synchronization of frequencies of emitted nerve impulses in different parts of the brain as a principle of brain functioning is generally accepted (19). Electroencephalographers have no doubt that those synchronizations appear on the EEG recordings and are already able to “read” in those frequencies the single letters of a word perceived by the tested subject (21). Theoretically this means that the events in the brain can be produced “synthetically” from the outside when additional energy is pumped into the brain in specific frequencies corresponding to specific brain activities. John Marks, in his book on CIA mind control research, quotes one of the CIA research veterans recalling a colleague’s joke: “If you could find the natural radio frequency of a person‘s sphincter, you could make him run out of the room real fast” (22). Since most of the activity of human brain takes place in frequencies from 1 to 100 Hz and electromagnetic waves of this frequency are hundreds and even thousands of miles long, and, for that matter, could not target human brain, scientists started experimenting with pulsed microwaves. There are “window” microwave frequencies which penetrate deep enough into the brain tissue to produce activity of neurons there.
The interaction of electromagnetic radiation and chemicals in the brain was proved for example by the experiment where irradiation of rats’ heads by 20 and 40 mW/cm2 microwaves pulsed at 300, 600 and 1000 Hz woke the rats up in 5 minutes from narcosis (23). Electrical signals of neurons in the brain are mediated by chemicals called neurotransmitters. At a conference on “Emerging Electromagnetic Medicine” in 1989 Capt. Paul Tyler, director of the U.S. Navy Electromagnetic Radiation Project between 1970 and 1977, quoted in his lecture the research of Dr. Merrit who measured the decrease of norepinephrine, serotonine and dopamine when a field of 80 mW/cm2 was applied (24). All those hormones act as neurotransmitters into the cortex. Dopamin influences the ability to learn and other cognitive abilities. Disruption in the biosynthesis or transmission of dopamine can lead to Parkinson’s disease. In another experiment a 500Hz signal produced release of neradrenaline in sympathetical neurons (25). Since those neurons control the muscles of internal organs and noraderenaline acts there as a neurotransmitter, an oposite signal should be able to reduce the activity of internal organs and eventually impair human health. The publication of the World Health Organization on the effects of electromagnetic radiation on living organisms from 1981 (25) gives many examples of the effects of microwave radiation on the excretion of glands and chemical composition of blood. Many of those effects could harm human health. Microwave radiation can also affect molecules of DNA and thus affect the development of organisms (25). This was proved by an experiment by Yale neurophysiologist, Jose Delgado, where the irradiation of chicken embryos by 10, 100 and 1000 Hz stopped their development including the development of hearts and veins. The experiment was replicated by the American Navy with the same results. Such attack by microwaves could have, in the long run, disastrous impact on targeted populations.
As a matter of fact microwave radiation can produce many deadly effects. In the experiment by McAffee already mentioned, the microwaves pulsed at 300, 600 and 1000 Hz produced impairment in breathing (even leading to suffocation) in rats. A similar signal could also suffocate human beings. At the conference on Nonlinear Electrodynamics in Biological Systems in 1983 the experiment was presented where blood clots were formed by microwave radiation (26). This capability is also suitable for weaponisation. Similarly dangerous is the finding of Allan Frey that radio frequency radiation can weaken the blood-brain barrier that prevents poisonous chemicals from the access into the brain (30). In 1986 the American Air Force issued a book “Low Intensity Conflict and Modern Technology” (18). The chapter “Electromagnetic Spectrum in Low Intensity Conflict”, was written by Capt. Paul Tyler, who had been the director of the U.S. Navy Electromagnetic Radiation Project from 1970 until 1977. At the beginning of the chapter, Capt. Tyler quotes a source entitled “Final Report on Biotechnology Research Requirements for Aeronautical Systems Through the Year 2000” that had been issued by American Air Force in 1982: “Currently available data allow the projection that specially generated radiofrequency radiation (RFR) fields may pose a powerful and revolutionary antipersonnel military threats ... the passage of approximately 100 miliamperes through the myocardium can lead to cardiac standstill and death ... A rapidly scanning RFR system could provide an effective stun or kill capability over a large area. System effectiveness will be a function of wave form, field intensity, pulse width, repetition frequency, and carrier frequency.”
In less draconian assault, the use of microwaves could be limited just to the influence of human behavior. In 1985 Kathleen McAuliffe visited Jose Delgado in his laboratory in Spain, where he experimented with electromagnetic stimulation of brain. She subsequently wrote an article for the magazine OMNI (27). Jose Delgado showed her how he could make an ape fall asleep, or make it overactive, or how he could calm down fighting fish using suitably modulated microwave radiation.
The next series of experiments shows that human behavior can be controlled in even more intricate ways. In 1962 Allan H. Frey published in the “Journal of Applied Physiology” (28) the results of experimentation with transmission of sounds into the brain by electromagnetic radiation at a distance of up to 1000 feet. The “electromagnetic” sounds were heard by deaf as well as hearing people. In his report, Frey writes that, by then, only the visual system had been shown to respond to electromagnetic energy and he noted that, “With somewhat different transmission parameters we can induce the perception of severe buffeting of the head..” and ”Changing ... parameters again, one can induce a ‘pins-and-needles’ sensation.” Frey’s experiment was replicated several times by other scientists (28). Another, more advanced experiment that involved the transmission of radio modulated with audible sounds into the brain, was published only inadvertently in 1975, when Don R. Justesen published, in the article on "Microwaves and Behavior" (29), the result of an experiment described to him over the telephone conversation by his colleague J. C. Sharp, who worked on a secret military project Pandora. Joseph C. Sharp at the Walter Reed Army Institute improved the method of Frey to the point that he was able to transmit into the experimental subject’s brain words which he could understand. The ability of U.S. military to produce perception of speech in humans by microwave radiation substantiates the article by Sharon Weinberger, “Mind Games”, which was published in The Washington Post in January 2007. In response to a Freedom of Information Act request filed for the article the Air Force released “records that note that the patent was based on human experimentation in October 1994 at the Air Force lab, where scientists were able to transmit phrases into the heads of human subjects” The article also states that “the research laboratory, citing classification, refused to discuss it or release other materials” (31).
Robert Becker, who was twice nominated for Nobel price for his share in the discovery of the effects of pulsed fields at the healing of broken bones, wrote in his book (30) about the experiment by J. F. Schapitz, who stated: “In this investigation it will be shown that the spoken word of hypnotist may also be conveyed by modulated electromagnetic energy directly into the subconcscious parts of the human brain - i. e. without employing any technical devices for receiving or transcoding the messages and without the person exposed to such influence having a chance to control the information input consciously.” In one of the four experiments subjects were given a test of hundred questions, ranging from easy to technical ones. Later, not knowing they were being irradiated, they would be subjected to information beams suggesting the answers to the questions they had left blank, amnesia for some of their correct answers, and memory falsification for other correct answers. After 2 weeks they had to pass the test again (30). The results of those experiments were never published. It is rather evident that in those experiments the messages were sent into human brain in ultrasound frequencies which the human brain perceives, but of which the subject is unaware. According to Russian newspapers, in this way, people may be programmed to perform different actions in the same way people can be programmed under hypnosis. In Moscow there exists Psychocorrection Center, where this method is used to heal psychical diseases such as alcoholism. The use of this method was questioned in the Russian press when general Lev Rokhlin was killed by his wife in his sleep at 2 a.m. after she had had a casual telephone conversation with a female friend. Did her friend use a sequence of words which were supposed to trigger the murderous action? Before his murder General Rokhlin planned for army protests against army reform and visited editor’s desks of Russian newspapers, telling them he might be soon killed in a car accident, during a drinking spree or during an argument with his wife (42).
In his other book “Cross Currents” Robert Becker presents the report coming from the Microwave Research Department at the Walter Reed Army Institute, where J.C. Sharp carried out his experiment with the transmission of words into the brain by radiofrequency radiation. The report deals with the effects of pulsed microwaves on the nervous system and describes the division of testing program into four parts: 1) prompt debilitating effects; 2) prompt stimulation auditory effects; 3) work interference (stoppage) effects; 4) effects on stimulus controlled behavior. The report presents this conclusion: “Microwave pulses appear to couple to the central nervous system and produce stimulation similar to electrical stimulation unrelated to heat” (32).
In the second volume of the Final Report on Biotechnology Research Requirements for Aeronautical Sysmes of the American Air Force it is stated: “While initial attention should be toward degradation of human performance through thermal loading and electromagnetic field effects, subsequent work should address the possibilities of directing and interrogating mental functioning, using externally applied fields…” (33). In the second volume of the report the research was evaluated as "progressing according to the schedule or in advance" and was supposed to be terminated in 2010.
In the Soviet Russia the ongoing research in this area was completely hidden from the public, but change of political system and actual use of this equipment during the putsch against Gorbachov brought this subject to newspapers headlines. According to Russian daily newspapers, during the failed coup d'etat against Gorbachov, General Kobets warned the defenders of the Russian White House that mind control technology could be used against them. After the putsch, respected Russian scientist Victor Sedlecki published a statement in the Russian daily Komsomolskaya Pravda that psychotronic biogenerators were mass produced in the Soviet Union and were used during the failed coup d'etat [7], but failed to succeed due to the inexperience of the personel who operated them. In the following spree of articles on the subject of mind control, the experiment was published where manipulation of masses of people by microwave radiation was performed. Already in 1974, after successful testing on a military unit in Novosibirsk, the installation Radioson (Radiosleep) was registered with the Government Committee on the Matters of Inventions and Discoveries of the USSR, described as a method of induction of sleep by means of radio waves. Apparently, in 1974, the entire military unit was put to sleep (5).
In the book “Low Intensity Conflict and Modern Technology” (18), Captain Tyler also wrote: “Because of the many parameters involved and the apparent specificity of each parameter, one can tailor a specific response. The ability to have this kind of flexibility provides an enormous range of options to the user. It opens the door for providing an appropriate response in warfare, be it conventional or unconventional” (18). If you object that the range of frequencies in which the human nervous system works is too narrow to provide for such a wide choice of reactions, Capt. Tyler writes: “There are unconfirmed reports that change of 0.01 Hz can make a difference.” Since many activities of human brain are represented by different sequences of frequencies, this provides for further large choices.
At the end of 1994 the first tests of the most powerful radar system in the world were carried out in Alaska. This year its power should reach 10 billion watts and later 100 billion watts. The main features of the system include its ability to heat the ionosphere and in this way change the altitude of the ionosphere. By this kind of manipulation of the ionosphere, it is possible to bounce the electromagnetic waves back from the ionosphere to whichever region of the planet one wishes to target. According to the official information by the U.S. government the system HAARP is designed for scientific research. However, there are too many facts suggesting that the major reason for its construction are military purposes. The main patent of Bernard J. Eastlund (number 4,686,605) proposes the use of the system for destruction of navigation systems of airplanes and missiles wherever in the atmosphere they might be, and for interference with all communication systems anywhere on the planet, and the global weather control. Other patents connected with the system propose the use of the system for induction of detonations in the extent of nuclear explosions and other military uses (33).
Evidently, the warning of Russian intelligence agency FAPSI to the Russian government and the article in the Russian daily “Segodnya” were direct recations to the installation of the U.S. HAARP system. The HAARP system can start pulsing microwave radiation with one thousandth of one Hertz and this means that, when raising pulsing frequencies, it can change pulses of microwave radiations by one thousandths of one Hertz and can control the activity of human brain in frequencies from 1 to 100 Hertz which are crucial for functioning of human nervous system. In June 1995, Michael Persinger, who apparently worked on the American Navy's project of non-lethal electromagnetic weapons “Sleeping Beauty”, published, in a scientific magazine Perception and Motor Skills the article where he states: “the technical capability to influence directly the major portion of the approximately six billion brains of the human species without mediation through classical sensory modalities by generating neural information within a physical medium within which all members of the species are immersed… is now marginally feasible” (34).
John B. Alexander, who later became the Director of Non-lethal Programs in Los Alamos National Laboratory, wrote in his article in the Military Review in the year 1980: “whoever makes the first major breakthrough in this field will have a quantum lead over his opponent, an advantage similar to sole possession of nuclear weapons” (35). Samuel Koslov, a leading personality of the Pandora project that was dedicated to research of effects of microwave radiation on humans, and a researcher at the John Hopkins University, in his closing speech at the conference on Nonlinear Electrodynamics in Biological Systems in 1984, said that the conference had proven that the external electric fields can “become a key to the cellular control console. The implications, social, economic, and even military are enormous.” Koslov went on: “If much of what we have heard is indeed correct, it may be not less significant to the nation than the prospects that faced the physics community in 1939 when the long-time predicted fissionability of the nucleus was actually demonstrated. You may recall the famous letter of Albert Einstein to President Roosvelt. When we’re in a position to do so in terms of our proofs, I would propose that an analogous letter is required” (26).
It is this perspective, of the revolutionary nature of these scientific developments, that gives us the title, “Revolution in Military Affairs and Conflict Short of War”, of a book published by the Strategic Studies Institute at the U.S. Army War College in 1994 (36). Since the national security information is in question, the book cannot tell the readers what technology exactly is making this revolution feasible. From the beginning the authors were aware that the use of this technology may run counter to basic moral and political values of the American society, and in consequence the revolution in military affairs would require a moral and political revolution to come first: ”In the pre-RMA days, psychological operations and psychological warfare were primitive. As they advanced into the electronic and bioelectronic era, it was necessary to rethink our ethical prohibitions on manipulating the minds of enemies (and potential enemies) both international and domestic... Through persistent efforts and very sophisticated domestic ”consciousness raising”, old-fashioned notions of personal privacy and national sovereignty changed.” Since it is difficult for them to imagine that the American society would accept the ethical and political revolution that would deprive the citizen of his privacy, they develop a scenario of events which would lead the American political leaders to back this revolution. The scenario is placed into the year 2000, and is based on the situation of growing terrorism, drug trafficking and criminality. In the document Rebuilding Americas Defenses, backed by the past U.S. government, we read: “To preserve American military preeminence in the coming decades, the Department of Defense must … seek to exploit the emerging revolution in military affairs … Further, the process of transformation, even if it brings revolutionary change, is likely to be a long one, absent some catastrophic and catalyzing event – like a new Pearl Harbor” (ref. 13, pg. 51). Was it by accident that in 2001 a massive terrorist attack ocurred in the USA facilitated by questionable work of U.S. intelligence services and explosives in the World Trade Center and followed by anthrax attacks where the only indicted scientist, Bruce Ivins, did not have the technical means and scientific knowledge to turn the anthrax spores into a deadly aerosol which was used and that those two attacks were followed by an assault on privacy of U.S. Citizens and international law?
The scenario goes on: “The president was thus amenable to the use of the sort of psychotechnology which formed the core of the RMA (revolution in military affairs) in conflict short of war ... As technology changed the way force was applied, things such as personal courage, face-to-face leadership, and the ‘warfighter’ mentality became irrelevant.” So the psychotechnology, which formed the core of the RMA, provided new methods for influencing the psyche of the adversary, in place of the classical strategy to make him fear his death. The book goes on: “Potential or possible supporters of the insurgency around the world were identified using the comprehensive Interagency Integrated Database. These were categorized as ‘potential’ or ‘active’, with sophisticated personality simulations used to develop, tailor and focus psychological campaigns for each. There is also potential for defensive psychotechnology such as ‘strategic personality simulations’ to aid national security decision makers.” (See Norman D. Livergood and Stephen D. Williams, “Strategic Personality Simulation: A New Strategic Concept”, unpublished draft paper, Carlisle Barracks, PAK: U.S. Army War College, 1994). Human behovior and thinking is substantially controlled by emotions. If simulated emotions are broadcasted into somebody’s nervous system they will orient his thinking and behavior. Thoughts are another organizer of human behavior and personal thoughts can be overridden by ultrasound messages. In other words if there was, for example, a new Jesus Christ, U.S. agencies would simply engineer his personality to make sure he would not introduce any cultural changes. Once the strategy of computerized personality simulation is applied, the unfolding of human history will be totally controlled by elites having exclusive access to those technologies. The conclusion of the authors was: “Whether we opt for revolution or evolution, change will occur.”
The concept of the “strategic personality stimulation” is probably tested on some of the people in the USA who claim to be mind control experiments victims, whose number, rapidly growing after 9/11 attacks, inspired the article in Washington Post, entitled “Mind Games” (31) in 2007. Cheryl Welsh, the director of the American organization Mind Justice (38) claims that she has received over 2500 complaints from U.S. citizens. Though some of those people may be mentally ill, many of them defend themselves in a rational way that suggests that they may be mentally sound. The same situation is in Russia. Russian politician Vladimir Lopatin even admitted nonconsensual human-subject experiments had been conducted in Russia, when he wrote in the quoted book: “Compensation of damages and losses connected with social rehabilitation of persons suffering from destructive informational influence must be realized in legal trial…” (14). Growing numbers of complaints are coming as well from China, India and Japan (over 200).
The European Parliament reacted to the installation of HAARP system by calling for “an international convention introducing a global ban on all developments and deployments of weapons which might enable any form of manipulation of human beings” (15, Paragraph 27). The body of the European Parliament STOA (Scientific and Technolgical Options Assessment) in the document “Crowd Control Technologies”, stated that „some of these concerns… have been more specifically covered by the resolution on legal aspects of military activities passed at the meeting of the EP_s Foreign Affairs, Security and defence Policy which called for an international convention and global ban on all research and development , whether civilian or military , which seeks to apply knowledge of the chemical, electrical, sound vibration or other functioning of the human brain to the development of weapons which might enable any form of manipulation of human beings, including a ban on any actual or possible deployment of such systems. (40, pg CII, ref. 369). The „actual“ deployment of those means confirmed US Congressman Dennis J. Kucinich, the author of a Bill introduced into the US Congress in October 2001 proposing a ban on the deployment of “mind control” weapons, when he was quoted to assert that those weapons actually exist and “those people who control them are deadly serious and intend to use them, if we don't stop the weaponisation of space” (10).
Electromagnetic technology enabling remote control of the functioning of human organism is subjected to National Security Information law in the USA (8) and all technologies enabling access to human brain are subject to the same law in the Russian Federation (9). Under such conditions, the mass media cannot fully disclose the existence and capacities of those technologies and world public cannot be engaged in favour of a ban on the use of such capabilities. The ownership of those technologies gives opportunity to governments to use them against individuals (and eventually against masses), without giving them any access to any legal remedy. The concept of the world respecting freedom and human rights is fundamentally corrupted in this way. In November 2000 the Committee on Security of the Russian State Duma stated that capabilities enabling remote control of human nervous system or the remote infliction of health impairment are available to many modern governments (3). This was confirmed by the article from the U.S. army weekly Defense News stating that mind control technologies were used by the Israelis against the Palestinians (12). As well ousted Hunduran president Manuel Zelaya, while under siege in Brazilian embassy in Honduras, complained that he had been subjected to an "electron bombardment with microwaves" which produces "headache and organic destabilisation" (44). When asked by Amy Goodman from Democracy Now: „As president, do you know about this in the Honduran arsenal?” He replied: „Yes, of course“ (45).
Evidently the secret arms race among the world governments may continue until the information war actually breaks out. V. Lopatin, in the book “Psychotronic Weapon and the Security of Russia”, stated that psychotronic war is, as a matter of fact, “already taking place without declaration of war”. In this way the human world may sink into some kind of virtual reality where the independence of human thinking, feeling and decision making will be destroyed as a part of an “information war” or, in the worst case, into the reality where large masses of people will be killed, and unlike the aftermath of the use of nuclear weapons, the planet will still remain inhabitable for the survivors.
With emerging energetic, financial and climate crises either the next world war could erupt, or the means of remote manipulation of human brains and organisms could be applied to control dissatisfied citizens. In the conclusion of the Committee on Security of the Russian State Duma it is stated: “Phone lines, heating and sewer pipes, TVs, fire signalisation can be used as transmitting antennas” (3). Our elected democratic representatives are responsible for foreseeing the emerging crises and preventing them from happening by appropriate measures. However, they do not have mandate from citizens to allow those crises to happen, and then use technologies of mind manipulation to do away with citizen’s dissatisfaction. If this technology is once used against citizens it is questionable whether true democracy will be restored one day. The countries with the most advanced military technologies include the USA, which has never proposed any international initiative aimed at securing the ban of technologies enabling the remote control of human beings. According to the study “Crowd Control Technologies” published by the European Parliament’s STOA office, the USA are the major promoter of the use of those arms. (In fact, it was principally the efforts of the USA government to persuade this outcome that ensured the inclusion in NATO military doctrine of non-lethal technology.) The STOA states: “In October 1999 NATO announced a new policy on non-lethal weapons and their place in allied arsenals”; and “In 1996 non-lethal tools identified by the U.S. Army included… directed energy systems” and “radio frequency weapons”. Directed energy system is further defined: „Directed energy weapon system designed to match radio frequency source to interfere with human brain activity at synapse level“ (40).
According to the Russian government intelligence agency FAPSI, in the last 15 years, the U.S. expenses on the development and acquisition of the means of informational war grew fourfold and at the present time they occupy the first place among all military programs (17),(3). Though there are concepts of informational warfare other than the remote control of human beings, the unwillingnes of the USA to engage in the negotiations aimed at the ban of the manipulation of human brains suggests an intention to use those means in internal as well as in international affairs. If the USA achieve essential military preeminence in this area and if no global ban of the use of those technologies against civilians is negotiated, the USA may become a world totalitarian superpower of the new type.
So far the only government who made a small step toward the ban of those technologies is the Russian Federation where the addendum to the article 6 of the Russian Federation law “On Weapons” was approved on July 26, 2001. The legislation states: “within the territory of the Russian Federation is prohibited the circulation of weapons and other objects … the effects of the operation of which are based on the use of electromagnetic, light, thermal, infra-sonic or ultra-sonic radiations…”. Besides omitting the use of the term “psychotronic energy” that both Lopatin and Kucinich used, the Russian legislation does not provide any means for Russian citizens to defend themselves against the use of those weapons. Nor is there any compulsion upon the police or public health organizations to set up teams capable of detecting radiation that was enabling remote manipulation of human body and nervous system, or the source of such radiation. Nor does this legislation prohibit Russian government agencies from the use of such technology against their own citizens. In the USA alone, some of the federal states have enacted in their laws on firearms, new standards on electric and electromagnetic weapons (Michigan in 2003, Massachusetts in 2004, Maine in 2005). Sanctions go from 15 years in jail to life imprisonment, identically with weapons of mass destruction. As in Russia, those laws do not provide for the defense of citizens against the use of those weapons by government agencies.
On February 25, 2009 Deputy Chief of General Staff of Russian Army, Anatoli Nogovicyn, stated that within 2 or 3 years a full fledged war in informational sphere, including “information-psychlogical influence on population and military units” may break out (39). So far politicians (especially in the USA) have not shown responsible intention to take action to stop this new arms race, which threatens to place human beings in a position subsidiary to machines and to destroy democracy. Humanitarian organizations apparently do not dare to challenge this National Security Information (on several occasions Amnesty International and Human Rights Watch have refused to engage with this issue). Under such circumstances, it is left to citizens themselves to organize defense of their freedoms and elementary human rights, before those technologies are used at war or to suppress their dissatisfaction with governments who failed to prevent the emerging crises. They should coordinate their efforts internationally if they want to succeed.

Dear Congresmen,
We are aware that some agencies of the U.S. government (and possibly some other entities or individuals in this country) are in the possession of technical means enabling remote control of human nervous system. This is proved by the European parliament’s STOA (Science and Technology Options Assessment) report on Crowd control technologies, which states: “In October 1999 NATO announced a new policy on non-lethal weapons and their place in allied arsenals”; and “In 1996 non-lethal tools identified by the U.S. Army included… directed energy systems” and “radio frequency weapons” [link] (pg. If personal nervous system was manipulated from outside it would be a major abuse of his or her free will. Under those circumstances it is hard to understand why there is no law in this country prohibiting the possession of means enabling remote manipulation of human nervous system and their use against people. Of course such law should include provisions establishing teams equipped with technologies capable to detect those detrimental radiations and their sources. According to the bill proposed by Dennis J. Kucinich in the U.S. congress the means capable to manipulate human nervous system include "land-based, sea-based or space-based systems using radiation, electromagnetic, psychotronic, sonic, laser or other energies directed at individual persons or targeted populations for the purpose of information war, mood managment or mind control of such persons or populations" http://thomas.loc.gov/cgi-bin/query/r?c107:chemtrails . The UT officials and police are on mandatory alert for any signs of disruptive campus activity by any suspicious person, especially in view of the high profile “occupy’’ movement across many continents. In this regard the UT police (and other so-called law enforcement agencies at colleges and universities) are on guard to identify and to arrest anyone who may pose some kind of security concern on campus.

DOJ advises me today of the legal basis for some electronic surveillance operations. [Note that a decade ago the fbi began their fraudulent investigation and even a law suit could not force the fbi to admit to the existence of any crime by this Target; see:

The US Department of Treasury has formulated rules for monitoring and tracking suspects; these rules are then used by the fbi in order to fraudulently obtain a court order (under the guise of
' evidence of a crime' allegedly committed by the Target).
The fbi never charges a crime because no crime exists, but the phony investigation and covert crimes against the Target by the fbi are permanent and as I have shown not subject to review by even the US Supreme court.

In my original post I quoted the fools of the fbi agent society who actually admitted that their work is in part designed to further the interest and success of their members. Then, the author of the glowing public profile gratuitously proclaimed that all of the fbi society's self serving strides are for the public good.I pointed out in my original post that the society has no business seeking to profit themselves and that their duty is to the people and to the United States Constitution. Apparently, the fbi criminal who deleted my post was told to do so by his own superior because my post highlighted the treasonous stature as reflected by the society's public posture.Thus, while my post was deleted illegally, I forced the thugs to straighten up and to change their public profile.In other words, my efforts at once exposed the fbi as criminals and branded them as cowards.

Held and his subordinate Ken Kaiser engaged in an elaborate and choreographed effort in 1975 to force me out of the fbi at the direction of the Tampa, Florida office, as a result of my report of unlawful fbi conduct in the **Rodriguez case.

At the same time Held ordered Kaiser to insure that Agent Sosbee (me) would not be present during an all agents conference wherein Held would outline certain possibly unlawful fbi operations taking place in Chicago at the time; Held did not trust Agent Sosbee and therefore did not want me present at the conference.So, Kaiser ordered me to go to the fbi academy for a Police Instructor's (PI) course which was conducted during the time that the Held conference was in progress. I advised Kaiser that due to personal family crises I could not attend the PI course at this time.Kaiser then ordered me to go to the course and that I had no other option. Note that I worked in the Chicago fbi office as a counter intel agent and that the PI course was of absolutely no use to me in my capacity as an Internal Security specialist. The PI course was used as ruse to remove me from Chicago for a brief time; this in itself constituted a fraud on the government.
While I was attending the ***PI course my father died and other family tragedies also struck at about the same time.

Also during the time that I was assigned to the Chicago office, Held delivered a document to me with reference to the Rodriguez case (cited above); one of Held's assistants advised me that the case by Rodriguez against the fbi was settled out of court and that the court wanted a final statement from me that I had no other information to provide in the case. I signed the document unaware that the fbi lied to the court about my knowledge of the false and unlawful arrest of Rodriguez. The Rodriguez case was finally finished in 1976. After the statutory time limits for appeal had passed in about 1978, the New York City fbi boss (Alfred E. Throughout my *websites I identify by name in some instances (or by general description or photo in other cases) the individual doctors, dentists, lawyers, laymen and others who assist the fbi and the cia in the calumny, torture and attempted murder of Geral Sosbee. ON THE NATURE OF EVIL

...Those of us who seek justice, who defend our individual rights and liberties, bestowed by God, fight them [evildoers] with every fiber of our being. We expose their evil, bringing it into the light. But to fight them, to expose them truly and well, we must first understand the nature of evil. Unless and until evil is recognized for what it actually is, all efforts to expose it, to vanquish it, are in vain.
ON THE NATURE OF EVIL
I have heard many people say they do not "believe" in evil. Or, some claim, that in the universe, good and evil must be "balanced". Some believe that we "create our own reality", which is neither "good" nor "evil", but only serves to teach us "lessons."
They don't believe there are any victims, nor any perpetrators of evil. No, they actually BLAME THE VICTIMS for any and all evil that is done to them.
They claim we are "responsible" for all that befalls us....after all, they smugly opine, it was only a "life lesson" we needed to learn. They say we must "take responsibility" for every event in our lives, as it is just part and parcel of our "spiritual evolution".
What's more, we must also have "compassion" for those who treat us wrongfully, no matter how heinous the abuse; we must try to "understand" them...after all, they are our "teachers".
Try selling this crock of perfumed hogswill to the victims of the wreckers, the survivors of family members murdered by the wreckers.
Such utter foolishness is mind boggling; pathological idiocy in its worst form. And tragically, this false belief system has taken hold among millions of people, most notably those in the New Age movement, a toxic amalgam of fascism, communism, globalist collectivism and what I would call Mickey Mouse Metaphysics.
It has been designed to lead the populace away from individual critical thinking, as well as to stamp out genuine spirit-filled intuition; and ultimately, to sever an individual's personal relationship with the Creator, whence all gifts of the spirit emanate.
Refusing to believe in the existence of evil, it follows that they do not believe certain individuals to be inherently evil, nor the collectives comprised of these individuals, whose sole intent is to do evil.
The deniers of evil, who obviously lack any form of spiritual or intellectual discernment, will thereby claim that the lowest and most despicable of traits, as well as the highest forms of saintliness and goodness, coexist in each and every individual. That we are ALL "capable" of either extreme.
What they are really saying is that we are all capable of "evil", though they still, in their self-contradictory mindset, deny its existence. They claim that we are all the same, as if we come into the world straight out of some cookie-cutter mold. How very, very wrong they are. How very, very foolish. How completely have their minds been co-opted.
Those of us who have directly perceived the forces of evil, who have apprehended evil in its various forms, including as incarnated in the flesh; who have faced it down and stood our ground against it, know beyond any shadow of doubt that evil is a reality, to be ignored, discounted or denied, always at one's own peril.
Collective indoctrination which denies evil is, of course, foisted upon society by the top-ranking evildoers themselves. The denial that perpetrating evil is a PERSONAL CHOICE, with malice aforethought, to control, to exploit and to do harm to others, a choice made by each individual, is also responsible for perpetuating the evils of the world; in part by enabling the evildoers; by institutionalizing their evil; by making evil "acceptable" in the mass psyche, the collective consciousness.
In such a way does society --the individuals who comprise it-- become innured to evil.
By all means, let's roll out the red carpet for evildoers!
"Nurture over nature" proponents (some of whom call themselves "scientists" or "psychologists") ; or those who see each human being as a "tabula rasa" (blank slate) fail to comprehend the most basic truth: That evildoers are entirely lacking in humanity, that in effect, they have no souls.
Or, that what "souls" they may have are artificial and do not belong to God. Or, that they have sold their souls in the pursuit of material/flesh/ego-gratification, in the lust for power to be wielded over all God's creation; in their grotesque vanity, to attempt to usurp the very power of God.
But in any case, and in every case, evil is a personal choice. Those who consciously and willfully choose evil will be held accountable, if not before humanity, then certainly before God. Still, it is the duty of all who see and understand the nature of evil to expose it, to defy it and to make every effort to hold the evildoers accountable for their crimes against God and humanity.
As for those who do not recognize evil for what it is, they are doomed to be used by evildoers, who feed on their confusion; their naivete; and their character flaws, exacerbated by indoctrination, and their profound ignorance.
And until such time (if ever) that they learn to recognize evil, they cannot be delivered from that which they refuse to acknowledge. It is really all that simple, and yet, far too many of these brainwashed individuals fail to see this simple truth and thus fall prey to the machinations of evildoers.
Perhaps I could compare them to lost souls, dejectedly wandering through a seemingly endless dark tunnel. When finally, they glimpse "a light at the end of the tunnel", they believe they have found their way out, that deliverance is near.
Then, in shock and horror, they hear the roar of the approaching train, bearing down on them, its blinding headlights the last thing they will ever see.
Even false light travels faster than sound. Evil can only win through deception, through engendering false perception, false lights.
In conjunction with deception, evil always involves aggression, intrusion, invasion, exploitation and predation, in various forms.
Evil does not respect --nor even acknowledge-- the spiritual integrity and personal boundaries of others: the Inviolability of Personhood.
Evil does not respect the sanctity of an individual life, nor the natural rights and liberties bestowed upon that life by God.
Evil is entirely devoid of compassion, empathy, mercy and conscience.
Evil is a voracious black hole whose vortex subsumes all ambient light and consumes the lives, the hopes and dreams of innocents.
PSYCHOPATHOLOGY IN EVILDOERS
Psychopathology is inherent in the nature of evil, at least in human terms.
Those who do evil may be narcissists, sociopaths, callous opportunists. Call them what you will, evildoers are criminally insane.
Just know that their abiding creed is to USE, to CONSUME, the more the better; and yet their hunger is inexhaustible, as their negatively-inflated egos can never, ever get enough.
They are psychic vampires who feed off the etheric/spiritual energies of their victims.
They are "social engineers" who get by in the world with oily charm and "situational ethics".
Having no conscience, the very idea of moral absolutes is beyond their ken.
They are liars, thieves, poseurs, mountebanks, merchants of false hope.
The virtues of compassion, mercy, charity, spiritual love and selfless service to others are seen only as weaknesses, weaknesses they can exploit, and which ultimately may become fatal "weaknesses" in their targets and victims.
Lacking all love, light and truth, the evildoers seek to destroy these virtues wherever they may find them, as means and opportunity permit.
In their ceaseless aggression, these diabolical predators intrude, invade, stalk, harass and persecute; they rape, they loot and plunder, all the while bearing false witness against their quarry, often accusing them of the very crimes of which they themselves are guilty as sin.
Again, the deception. They live and breathe lies, firing up the false lights at every turn.
They masquerade as paragons of virtue; as freedom fighters; as ministers to the downtrodden; as defenders of the underdog; as shepherds to the lost; as benefactors to the needy; as champions of justice. But their hearts are hollow, black and cold.
They commit atrocities and blackmail each other to cover up their crimes. They destroy the lives and hopes of all those without the wherewithal to protect themselves, especially innocent children, who are seen as nothing more than vessels of convenience on which to visit their vile sexual perversions.
Who cares? It's only one little life, and they hunt it down, simply because they can.
This, all this, is the nature of evil. I have only scratched the surface in attempting to describe it. But can anyone with the slightest bit of spiritual discernment doubt it?
Evil exists and anyone who claims otherwise is either an evildoer or is deceived, enslaved by evildoers.
Listen to their words, hear their lies and false promises, but instead of blindly believing, perceive only with the light of spirit, from your heart.
Look from your heart to see the fruits they bear. By their fruits shall you know them.
When you perceive by the Holy Spirit, living in your heart, they can deceive you no more.

AFFIDAVIT OF RICHARD TAUS
I, Richard M. Taus, declare and state: I am a former Special Agent for the Federal Bureau of Investigation assigned to the New York Field Office and the Brooklyn-Queens Metropolitan Resident Agency from July 1978 to November 1988. I was assigned to both the Foreign Counter-Intelligence Division and the Criminal Division.
During this period of time, my investigations into these matters revealed criminal activities and operations which I reported and documented to my superiors in the FBI, as follows:
The involvement of officials, agents and operatives of the Central Intelligence Agency (CIA) with organized crime members and drug-trafficking activities. And the participation by members of the CIA who engaged in the looting of the Savings & Loan (Thrift) Industries, financial scams and fraudulent securities transactions.
The involvement of people from the National Security Agency Staff and Council and the White House in criminal activities associated with funding the acquisition of military supplies and equipment, arms and ammunition which were referred to as the Iran-Contra Arms Initiative, known as Irangate, and the Iraqi Scandal, known as Iraqgate.
The associations between known and suspected members of the Mafia and CIA agents in conducting drug-trafficking activities and financial frauds.
I was ordered by my supervisors in the FBI to halt these investigations, destroy my written reports, terminate my informants and make no reference to these criminal and subversive activities implicating high-ranking government officials, politicians, Mafia and business leaders who controlled and manipulated government agencies and operations.
Without any support from my superiors at the FBI New York Field office, I then sent a letter describing what I had discovered in my official status as an FBI Special Agent to the FBI Director, William Sessions, and this was ignored. I proceeded to write Congressional officials, among them Senators Arlan Spector, Alfonse D'Amato, John Kerry and Congressmen Norman Lent, Charles Schumer, and many others who were on both the Senate and House Intelligence Oversight Committees. None of the above officials or representatives provided any support or assistance in exposing the CIA-White House corruption and the obstruction of justice tactics by my FBI superiors.
My sole purpose in preparing this affidavit, to be used by the former FBI Special Agent-In-Charge of the Los Angeles Field office, SAC Ted Gunderson, is to bring to justice the criminal and subversive activities that I and other government agents and operatives have discovered during our official and government related duties.

individuals suffering from synthetic telepathy harrassment. Synthetic
Telepathy is used for conducting torture training and/or experimentation
against people as red herring "good cop/bad cop" or tough love acting,
diversions, feints, decoys, and smokescreens, as smear campaigns by
association, as openly secret intimidation campaigns against targeted
dissidents, and as a means of espionage. Once it was believed
that claims about C.I.A. agents secretly dumping radioactive
material in the slums of U.S. cities during the 1950's as part

The term "mind control" comes from former CIA director Allen Dulles.
In 1953, Dulles, speaking before a national meeting of Princeton
alumni, distinguished two fronts in the then-current "battle for men's
minds": a "first front" of mass indoctrination through censorship and
propaganda, and a "second front" of individual "brainwashing" and
"brain changing." Before an audience of fellow Ivy Leaguers, Dulles
skipped the usual pieties about democracy. The same year, Dulles
approved the CIA's notorious MKULTRA project, and exempted it from

14-volume study of future developments in weapons called New World
Vistas. Tucked away on page 89 of an ancillary 15th volume are some
hair-raising insights into the future 'coupling' of man
and machine in a section dealing with 'Biological Process
Control'. The author refers to an 'explosion' of
knowledge in the field of neuroscience, adding, ominously:
One can envision the development of electromagnetic energy sources,
the output of which can be pulsed, shaped, and focused, that can
couple with the human body in a fashion that will allow one to prevent
voluntary muscular movements, control emotions (and thus actions),
produce sleep, transmit suggestions, interfere with both short-term
and long-term memory, produce an experience set, and delete an
experience set.
Translating the words 'experience set' from military
jargon into plain English, this means, simply, that they envisage the
ability to erase your life's memories and substitute a new,
fictitious set.
By projecting such developments into the future, the authors of New
Vistas are camouflaging present day capabilities. A similar futuristic
scenario with many references to mind manipulation is described in The
Revolution in Military Affairs and Conflict Short of War (US Army War
College, 1994). Authors Steven Metz and James Kievit declare:
"Behaviour modification is a key component of peace
enforcement" and "The advantage of [using] directed energy
systems is deniability." The authors ask: "Against whom is
such deniability aimed?" The direct answer is "the
American people".
Edward Tilton, President of Silent Sounds Inc., says this about S-quad
in a letter dated 13 December, 1996:
All schematics, however, have been classified by the US Government and
we are not allowed to reveal the exact details. we make tapes
and CDs for the German Government, even the former Soviet Union
countries! All with the permission of the US State Department, of
course. The system was used throughout Operation Desert Storm
(Iraq) quite successfully.
By using these computer-enhanced EEGs, scientists can identify and
isolate the brain's low-amplitude "emotion signature
clusters", synthesise them and store them on another computer.
In other words, by studying the subtle characteristic brainwave
patterns that occur when a subject experiences a particular emotion,
scientists have been able to identify the concomitant brainwave
pattern and can now duplicate it. "These clusters are then
placed on the Silent Sound carrier frequencies and will silently
trigger the occurrence of the same basic emotion in another human
being!"
Microwaves can also alter the permeability of the body's
blood-brain barrier,14 which can synergistically increase the effects
of drugs, as the military is well aware. "Using relatively
low-level RFR, it may be possible to sensitise large military groups
to extremely dispersed amounts of biological or chemical agents to
which the unirradiated population would be immune."15
Sound can be transmitted even easier through the use of implants -
cochlear implants, implants that send electrical signals into the
fluid of the inner ear, or implants that transmit sound vibrations via
bone conduction, such as the cases of dental fillings picking up
audible radio signals.
The stimoceiver, invented by Dr. Jose Delgado, consists of wires
running from strategic points in the brain to a radio
receiver/transmitter located entirely under the skin. Through this
device, Delgado was able to stimulate raw emotions such as arousal,
anxiety, and aggression with the turn of a knob.
Of course, secret research by the US Government into microwaves and
synthetic telepathy has moved on considerably since the end of the
Cold War ... secret microwave radiation can be used to induce in
unsuspecting victims: "Headache, fatigue, perspiring, dizziness,
menstrual disorders, irritability, agitation, tension, drowsiness,

Dear Senator Leahy:
I want to thank you and your staff for taking time to address this very serious issue. This letter represents hundreds of citizens from every corner of this country. I've enclosed signatures from many of these people; however, there are many others who choose to remain silent, fearing further retribution.
I'm writing to you about an extremely "critical" situation that exists in this country. Because it is a complicated problem, I will attempt to simplify the many layers with a direct explanation. Human Experimentation is still taking place in America!
The previous "Church Hearings" and the Advisory Committee on Human Radiation only revealed the "tip of the iceberg." The research is continuing - even thriving - mainly because it is classified, thus protected under the National Security Act. The victims have no redress; there is no equal representation of the law. This research is also protected by the fact that much of it is being done by "private contractors", even though funding comes from government agencies. I believe it is sometimes referred to as "the black budget." mI have done much research over the years, consulting with so-called experts - scientists, physicians, retired governmental agents, private investigators, journalists, etc. Given the time element (I have been a victim for many years) the manpower and the budget necessary to implement such a venture necessitates the fact that this is basically a government project. Many of us believe that what is occurring today is an extension of a former government project called MK-ULTRA, which was supposedly shut down. Instead of completely stopping the program, it was discretely placed in the private sector, although its tentacles still reach back to Washington. Much of what is occurring is being done by private contractors, universities, corporations, and private citizens. We believe that the military and local police participate. Years ago, the MK-ULTRA program used drugs, electro-shock treatments and hypnosis to achieve desired results. Today directed energy weapons have replaced the drugs and other methods formerly used.
I have enclosed a partial list of U.S. Patents for the equipment (apparatus) that is capable of changing brain-wave patterns, thus influencing behavior. By the 90's, emotions, thoughts, memory and thinking could be manipulated by external means. Needless to say, personal freedom and human dignity have fallen by the wayside. We are not free to pursue our God-given destiny. We have been reduced to Human Guinea Pigs.
There is another hideous aspect to this despicable situation. Many of us refer to it as electronic terrorism or torture. If the so-called "handler" or agent doesn't approve of what you say, do, or think, you are immediately hit with a tremendous amount of energy which can knock you to the floor, cause seizures and burns - break bones and other related problems. There are a large number of victims who have similar physical 7problems that have developed over the years. There are serious health problems that occur with long term exposure. Because many of us are too sick to work, we have no health insurance, which complicates an already devastating situation.
Sadly, we also have a list of victims who have committed suicide because of the constant physical and mental abuse. Some of us are controlled with pain.
Along with all of the atrocities I've described, some of us are also being harassed, stalked, slandered, robbed and threatened on a regular basis. If we try to get help from law-enforcement, we are ignored. I believe the authorities are told that we are "mental cases." It is difficult to get a simple case number describing a break-in or stalking. Clearly, the law is not working for us. I've enclosed copy of a letter which we sent to the WASHINGTON POST which lists the various advanced (exotic) weapons being used for physical and mental manipulation techniques. Also enclosed is a copy of HR Bill 2977 introduced by Congressman Dennis Kucinich, Democrat of Ohio. This bill speaks of the weapons that we are describing.
After sending the bill to DOD, Congressmen Kucinich was advised to radically change the "wording" of the bill. However, the fact that the original language was there (regarding directed energy weapons, mind control and other descriptions of this technology) proves that the government is aware of the problem - yet still yields to the stern voice of the military.
More proof of the existence of the weapons is European Parliament Resolution A-005/99 passed on January 29, 1999, which places a ban on all development and deployment weapons which might enable any form of manipulation of human beings.
It is important to stress the fact that if we do complain or state our grievances, we are automatically categorized as unpatriotic, mentally ill, criminal types, dissidents, whistle-blowers, or worse yet, as terrorists, or a threat to National Security.
I take issue with what is being said about us; we are merely trying to express what is happening to us. Our mission is peaceful. We are not given the opportunity to defend ourselves against the false propaganda being spread in our communities. Many reputations have been ruined!
Citizens of a free society have the right to be protected from all forms of danger - not just visible forms of aggression such as guns, knives, etc., but also from invisible forms of danger (microwaves, EMF, infrasound). Someone needs to be monitoring this equipment; the situation is out of control.
We are asking for a complete investigation. This is not an easy subject; however, if democracy is to survive, we must fact up to what is happening in our country.
